ワールドカップが開催されたことにより、ラグビーはワールドカップを中心に動く様になりました。第一回ラグビー・ワールドカップの参加国は、それまでの実績から十六カ国が招待されて四つのプールに分かれて一次リーグ戦を行い、各プールの上位ニチームによる決勝トーナメントが行われました。
