出場国は20チームで4つのプールに分けます。

2017年5月10日に京都で抽選会が行われました。
The participating 20teams are RWC2015 top12 and 8winner in regional qualfying. The top12 teams in RWC2015 are Champion New Zealand, hosts Japan, Australia, South Africa, Argentina, France, Scotland, Wales, Ireland, England, Georgia and Italy.
The regional qualifying are Africa1, Americas2, Europe1, Oceanai2, Europe/Oceania1 and repechage1.
*I think the regional qualifying changed if Japan under top12 in RWC2015.
出場20チームは前回大会の上位12チームと予選による8チームです。上位12チームは、優勝のニュージーランド、開催国の日本、オーストラリア、南アフリカ、アルゼンチン、フランス、スコットランド、ウェールズ、アイルランド、イングランド、ジョージア、イタリア。予選を行う8チームはアフリカで1チーム、アメリカから2チーム、ヨーロッパから1チーム、オセアニアから2チーム、ヨーロッパ/オセアニアから1チーム、アジアを含む全世界敗者復活戦で1チーム。
※日本が12位に入っていなかったら、予選の方式が変わっていたことでしょう。

オセアニア勢は4位以下となり出場権を獲得出来ませんでした。

世界ランキングで12チームの順位を付けます。
The every 4teams named band1, band2 and band3. The regional qualifying team are band4 and band5.
上位から4チーム毎にバンド1、バンド2、バンド3とします。予選8チームはバンド4、バンド5になります。
BAND5 : Regional qulifying(Oceania 2, Americas 2, Play-off winner and Repechage winner)
BAND4 : Regional qulifying(Africa 1, Americas 1, Europe 1 and Oceania 1)
