For 2023, USA could not get the ticket to play in Rugby World Cup 2023 from they lost Americas 1 qualify against Urugay and Americas 2 qualify against Chile.
2023予選、アメリカはアメリカ地区1決定戦(対ウルグアイ)、アメリカ地区2決定戦(対チリ)で敗退しラグビー・ワールドカップ2023の出場権は獲得出来ませんでした。

Changing from 1987

I found changing from 1987 1st. Rugby world cup.
第一回ラグビー・ワールドカップから変わったことを紹介します。

Rugby is changing rulues every year for safety and exciting. The purpose is every player to be more safety and every fan to be more exciting.
ラグビーは毎年の様にルール改正があります。主な目的は安全性と面白さです。より安全にプレー出来る様に、そしてより楽しくプレー出来る様に、又観る人がより楽しめる様に改良されています。

The World Rugby(formerly the IRB(International Rugby Board)) pick up problem in Rugby world cup, then they discuss and trial to ELV(Experimental Law Variations), then apply new rulues in one year before next rugby world cup, it is current cycle for changing rulues.
ワールドカップ(旧名IRB)で課題を抽出して二年間かけて議論し試験採用して評価をして、次回ワールドカップの一年前から適用と言う周期になっています。

I inform major changing rulues of rugby from 1st. rugby world cup in 1987.
The biggest changing was try score 4 points to 5 points in 1993. So it is to increase points 1 try and 1 conversion that is goal kick completed, 7 points(5 + 2) than 2 penalty goal 6 points(3 * 2). It purpose is excitig play in rugby game for get to try. And the touch kick is my ball line out when penalty kick is direct to out of touch line. It purpose is to reduce penalty by stopping attack rugby.
その中でも大きく変わったルール改正を紹介します。
トライが五点になりました。それまでは四点でトライ後のコンバージョン(ゴール・キック)成功と合わせて六点だったのが、ペナルティ・ゴール二本の六点と差を付けるためにトライが五点となりコンバージョンと合わせると七点となりました。1993年から適用されています。トライを取りに行く面白いラグビーを推奨しています。
この時はペナルティ・キックのタッチ・キックがキックを蹴った側のマイボールのライン・アウトから再開されるルール改正も同時に行われました。以前はペルティ・キックをタッチにキックして出すと相手ボールのライン・アウトでの再開でした。反則をより重んじて厳しく罰することで、反則を減らすためです。

The most major changing rules is line out style by watcher, the jumper who is receiver in line out, they can support to jumper now from 4th. rugby world cup in 1999. The jumper who is receiver jump by himself before changing. The old style that was no support jumper, is difficult to keep the my ball that ratio is near even, but now some team keep the my ball line out ratio is 100%.
観ている人にとって大きく変わったのが、ライン・アウトだと思います。以前は自力でジャンプするだけだったのでマイボールの獲得率があまり良くなくて、タッチ・キックをしてもボールを獲得出来る確率が低かったですが、ジャンプするレシーバー(キャッチャー)を支えることが許される様になりました。1999年の第四回
大会では世界的には採用されていました。現在はライン・アウトのマイボール獲得率は格段に上昇してゲーム中100%と言うチームも珍しくありません。

現在のライン・アウト、ジャンパーの太腿をサポートすることが出来ます。組体操みたいに姿勢がきれいです。
